CP's are the post-humans as seen in OP, by then, incentives aren't a problem, as they are literally biologically and cybernetically modified to the point they are no longer eve close to human.
yea this would only work initially once people realize what you get transformed into, food isn't enough of an incentive, the idea of being turned into inhuman transhuman monsters would be terrifying on an existential level, as even their DNA is modified so that what they would reproduce with going forward, are just more of what they are.

this is really one of the best settings in vidya and we got so little of it, its hilarious how badly valve just didn't give a fuck and abandoned one of the most popular franchises of all time.
