There are always going to be autists who play to win. Good for them if they don't care how to win, but I don't believe every player gets into these card games willing to play any deck.
So I kind of despise the sell out culture and conformity to meta as if every meta set has "solved" the game at the time.

Why is this card banned? It looks weaker than Feather Duster because the opponent could just re-set the cards next turn instead of them being destroyed.

In this day and age sending the problem to the hand is far safer than outright destroying it, also some decks profit greatly from the self-destruction, also also some equp spell cards could be recycled with this thing for more extensive plays.

In addition to the advantages mentioned in the other posts, the meta has become so fast that you can reliably OTK if you're going second (assuming you're using a meta deck) and the opponent cannot interrupt your plays. Thus this card is basically feather duster with an upside. Red Reboot replacing Royal Decree is also another example of this phenomenon--speed has become more important than card advantage, life points, or anything else really.

It's an UR and traps are not played that often anymore (again, game became too fast for regular trap cards you have to set first)
In a Bo3 match you'd side this card if you're expecting trap heavy decks or if your deck needs protection against certain trap cards
