Short answers are that the developers of Paper Mario are too stubborn. Long answer is that they are too hyperfixated on the paper angle and can't appreciate they niche they had as a light JRPG.

The N64 and especially Gamecube did not sell that well, so I don't think this tells the whole story. TTYD in particular sold really well for a Gamecube exclusive. That said, Super Paper Mario selling well was a big factor. That, and somehow people on surveys Nintendo did mentioned being interested in the 3D flipping gimmick over the story of that game. I'm not sure if it was a misleading or very close-ended question or if it was only toward Japanese players who are more used to big JRPG stories, but whatever happened it gave Nintendo the impression to focus more on the paper gimmicks.

Actually, I don't think Super Paper Mario really breaks the Mario mandates like people often claim. It has a bunch of OCs, but they are exclusive to that game (minus cameos in Smash) and all the Mario elements are in-line with the mainline titles. They clearly had a big shift going into Sticker Star, but the changes were already happening by that game.

TTYD already rehashed most of its concepts from 64. Another direct sequel would be rehashing a rehash, and they're probably not too keen on just making the same game over and over again.

Because Tanabe doesn't like it. He hates RPGs, but Paper Mario was made to be an RPG. When they finally told him that they didn't need two RPGs because of Mario and Luigi, he jumped at the chance to change absolutely everything, to simplify and dumb down the experience. It's what he does. He's a gimmick guy, not a solid foundation guy.

Funny enough, I really don't. Mario is too safe a series to have meaningful RPGs. If they want to have a dedicated RPG series, they either should make their own original IP for it again or they should do a Zelda or F-zero spin off.

Nintendo needs to learn to get over it. Sometimes people just love a game because of its foundation and this constant need to pull the rug out is tiring. Yes, people might like the changes, but you'll probably just end up pissing most people off. Why get invested in a series when it can be flipped by the next game? When people wanted more Star Fox, they wanted more interesting levels, with alternate paths, secrets to discover and cool power ups while fighting bosses with interesting patterns and trying to beat it as fast as possible while also getting the highest score. Instead we got gimmick bullshit that didn't even take what made the original SNES game good into consideration. This is why Nintendo's IPs are doomed to die.
