Balan had core problems in its design, it's not like all the issues happened after he left. It's fundamentally designed with a cumbersome one button fits all scenarios level design and that's part of the problem with the game

Yuji Naka hasn't made anything really good after Nights into Dreams (except 2-3 casual games like Ivy the Kiwi and Let's Tap). He's good only at ideas but awful at making them work.
Remember the development hell fiasco Rodea: The Sky Soldier? I never saw him back then blaming the publisher company. Therefore even if SquareEnix didn't fired him, Balan would still be crap.

In larger companies they roject bloat comes into affect but in smaller ones they generally have an actual role in development.
I work for a dev and the project directors actually do some of the development. As time goes on they tend to take on more roles as their meshing with the company itself increases but them doing some coding/art/writing isn't anything weird.
And while I work for an indie, this is true even for more well known companies like Game Freak (to their detriment since they don't take the time to do it right). And while I do know people who have worked for TPC/Nintendo I don't even have to take their word for it because they admit it in interviews.
Trials in Sun and Moon were half-assed shit because the waifu storyfag Ohmori had to add some of them last minute himself.

Other peoples "work" means jack fucking shit without direction you dumb cunt. You can have a good artist, a codemonkey (they're a dime a dozen) and a good 3D animator, but none of them know how to get them working in a certain way, pull it all together and create a compelling game and narrative. That's where the Frontal Lobe steps in, that is where Game Directors step in.
Kadokawa's own documented mismanagement is probably why Square Enix gave him the benefit of the doubt.
