We've already established the size of vegas is equivalent to modern GTA urban areas. The addition of casino activities only adds to the featutes of an already mechanically stagnated game series. And there's a lot more ideas for activities in casinos then gambling. And would add something people have always wanted, detailed explorable interiors

san andreas already proved the best way of doing vegas is just have it as a side part of the main map. an entire game in vegas would get old really fast. theres only so many casino related things you can do before it gets old
