long answer not really because it's not a 1:1 conversion as there is a max speed and minimum speed. also most games don't have linear curves on that speed so you need to configure it per game to not have awkward acceleration changes.
flickstick+gyro is the best solution I've seen, but console players won't accept any control scheme that forces them to actually learn how to aim

My enjoyment of Apex Legends went from 100% to 20% when they merged console servers with PC. I didn't understand why I was getting instantly killed in every 1v1 all of a sudden, when usually I won every solo fight.

Because games aren't made to just be fun anymore. Back in the day this would be an option with different selection of dedicated servers or persistent lobby modes. But now everything has to have some kind of hidden mmr attached to it even if it's not a "ranked" mode because fucking every single multiplayer game has to advertise itself as some kind of esport. So everything has to be somewhat unified across the board, and you can't have dedicated servers not just because the game developers are lazy but because they want the game to reevaluate you after every single match constantly updating your mmr for their skill based matchmaking which makes the old persistent lobbies that did at least exist during the 360 era also now gone.

They don't want to dilute player pools, especially when games are also now cross platform, everyone has to play together or else.

I played Splitgate and the difference in match quality between the PC and console crossplay version and the PC-only beta test was staggering. And console players don't even end up dominating the top ranks because they require you to abuse portals like a crack addict and controllers aren't good at that.

recoil compensation has always been standard on console? i distinctly remember having to manage recoil on games like BF3/4 and CoD.

You don't, the whole point of console FPS is to shift the skill requirements from precision of aiming and movement to other stuff. I haven't played a console FPS in years, but I remember finding CoD4, MW2, Halo 3, etc. challenging and fun despite the aim assist. FPS isn't exclusively about aiming, there are skills to improve at besides aiming, which is what console FPSs focus on because there's just no room for precision with thumbsticks.
