Probably a very close call. Ayane is the most inconsistent in modeled breast size throughout all the games really. On average she’s probably more among the smaller than ever among the bigger and I’m pretty sure she was the smallest of the all in DoAX1. In DoA5 and 6 she’s probably also smaller than Leifang, but maybe bigger than Tamaki. It’s hard to tell.
Leifang was the smallest throughout most of the series but is bigger than Ayane in X1, 5 and 6.
So pretty much both were the “small” of the classic girls in comparison to the rest in general.

In 5 Ayane is exactly the same as Kasumi and they were exactly in the middle. Smaller than the western girls, bigger than the Leifang, Hitomi, Kokoro, Mila and Momiji tier who have the smallest actually. It's impossible to tell for a couple of reasons.
1: TN has never given official cup sizes for any of the girls. Bust measurement is not an accurate method to determine breast size
2: TN ignores their own ballpark size estimations between games, and even between outfits for the same girl in the same game. This extends to heights, as shorter girls like Hitomi or Monica are given the same height as Nyotengu in Venus Vacatiion.
Visually, almost all of the girls have fluctuated in size to a greater or lesser degree (those that have been in more than one game, of course).

I've never paid much attention to the whole Ayane breast thing. My working opinion was that Ayane was a bit bigger than Kasumi, based on her larger bust measurement and them otherwise being carbon copies of each other, which would imply the same diameter ribcage. It was the one area where Ayane was slightly superior. This has suited me well enough since DOA1.

Especially since Ayane is somehow so often mentioned in the smaller boobs category, it used to be Lei-Fang exclusively in that topic with MAYBE Mila since 5 a few times.
