In terms of SPECIAL, AGI is OP and the most likely to be underrated by a newcomer. LCK is unironically a good stat too. This is semi meta but no need to put anything at 10 since you can increase all of them by 1.
The game isn't hard. If you do side quests and don't give yourself challenge on top of the in game rule it becomes piss easy ten hours in.

Don't make any of your SPECIAL stats hit 9, because there is a way to permanently bump stats up from a doctor if I remember right.
Guns is a nice safe starting build, don't try energy weapons until you're more familiar with the game because the ammo is a bit less common.
You can craft your own ammo later.

9 End, 9 Luck, 6 Str. The rest doesn't matter. Go unarmed and beat people's faces in. Sell the guns and bullets you find. Once you get to New Vegas use your caps to buy a strength implant. Do Old World Blues and get the +2 strength. Now you have 9 str req'd for ballistic fist

Speech is mandatory unless you want quest related sections of the game locked out of you, this can even go very abruptly, (just don't bother to start the ski lodge quest with speech below 80)
Guns is just too good, no real reason for any other offensive skill but explosives also come handy
Lock picking is also almost indispensable and works in order of 25, just like science which is less useful during exploration and more for quests and making energy ammunition but since you got speech and guns you can just ignore it entirely
Survival over medicine to play it safe but you won't really worry about resources since you have infinite money
Combat dynamics and encounters aren't fleshed out enough to make other combat builds worth your time and other role-playing skills just unlock some other way to win a dialogue for the most part, which if it's important it will also be won with speech

High END and STR. Just use melee or fists for most enemies and sell all your ammo and guns for useful shit like Stimpaks, mini nukes and drugs. Guns and ammo are a huge waste of caps.
