Actually Jill is the most popular female character from RE franchise.
The real issue is why does nobody likes the redfield siblings? Even capcom hates them. To the point where they decided to remake 4 instead of Code Veronica which needed it much more.
Also only Jill and Leon were added in DLC to dead by daylight to represent the RE franchise. Why not Chris or Claire? Why do they always get shoved aside?

Game fans will forever be in denial that the most popular and recognizable Resident Evil character, as far as the general public is concerned, is Alice. Going forward there is a substantial chance that the normie pick for best RE character will be Albert Wesker as played by Lance Reddick. If you ever wanted to study selection bias and fandom bubbles, the Resident Evil fanbase, where people regularly pretend that anyone wants a Code Veronica remake, is a good place to start.
