You can not acquire villagers you want manually from the start, they had to come to your island randomly or you buy them off others via ingame currency. Some people set up auctions in Discord to hep with the latter option. The guy recording went to such a auction and lied saying he was giving away a sought after a villager for free. He was met with a deluge of DMs. Afterwards the mods kicked him and stated for now on you need to show proof you own the villager you're selling.
