Not overkill at all if you really mean EVERYTHING. Some games already drop below 60 on a 3060ti with meme tracing on.
If you mean EVERYTHING(but not RTX) then still not that much overkill. You've maybe got 2 years before a game comes out with some stupidly intensive meme setting that makes no visual difference but quarters your frames anyway.
If you mean EVERYTHING(that actually makes a difference) then you should be good for 5+ years. Maybe longer if your ok with DLSS.

Even a 3090 Ti can't do that for some games, for example Cyberpunk

I have a 5700 and a 3070 and can't maintain 144 on near anything unless I turn stuff down.
3000s are expensive dude
Get a 6800x or at least a 6750xt for the future
I've got a 3060 ti and it gets like 45ish fps in RDR2 with everything on highest settings at 1080. Like another user said, if you turn off ray tracing then you'll get a consistent 60 fps at reasonably high quality
