I say if XIII-2 is in the running, then After Years should be in the running too and it is probably the worst.
if you say AY doesn't count, then I say FF2 is the worst (maybe I'd like it more if I played Pixel Remaster but I don't have time for that).
if you liked 13 then I guess you should check out 13-2. many people prefer 13-2 over 13 (although I don't) because it is less linear and has monster catching & sidequests to keep things interesting.
the main reason to not even try 13-2 is it changes 13's happy ending, and then you have to finish both 13-2 and LR to get a happy ending.
