Ironically, stroads are solved with roundabouts. Of course what is more possible for US cities where that space isn't available is raised medians with Texas U-Turns, basically a stretched out roundabout where the originally heavier trafficked road gets favored.

The FPS part of Fallout 4 was not as good as you're making it seem, it definitely wasn't a good FPS. The weapon variety was shit and the legendary/uniques in FO4 were so shitty. New Vegas has some of the best guns and unique weapons in the entire series, and the shooting is only slightly worse than FO4's.
FO4's focus on settlement building was its biggest weakness and what turned me off of it. That, and the shitty dialogue system where 90% of your options lead to the same thing. NV and 3 are leagues better than 4 or 76.
