I haven't been able to to get a single burned CD-R from the 90s to run in any modern optical drive.
Even some Playstation 1 games just won't start anymore. That's been my experience anyway.

Since you don't know I'll inform you because I've been through this; the regular CD/DVD you buy in stores is far more easily disposable than the ones sold in game stores, as in, the fucking games for the system. Low quality games released in faulty media are an isolated case, like GC's.
There are people who stream themselves playing ps1 with ps1 disks which would be at least 20 years old at this point. You can see them physically changing th disks. These are speedrunners too, so those disks get a ton of mileage.

Doesn't that defeat the point of collecting? If it's just something you'd rip and burn then why not just have it on an SSD to play on an emulator?

To be fair, back in those days you were more likely to need a replacement playstation than you would a replacement disk. I still remember having to put mine at odd angles for it to still be able to read anything.

Collecting has no point if you don't make use of your collection.
Pretty sure the point of collecting is having them. Butterfly collectors can't use their butterflies. Coin and stamp collectors would lose their collection of they use it, etc. etc.

Disc rot really is only an issue with CDs and DVD's that were poorly pressed. And those that were, are starting to pop up now, see Twin Snakes on GameCube. I've got CD's from the 80s that work perfectly, I'm not worried. And Blu-Ray's will outlast me.

Collecting is just very hyperfocused hoarding user. Before videogames people collected stamps, baseball cards, coins, etc. etc. The only time these collections were ever used was to show someone what they possessed or to barter for some other item to add to their collection. No one ever used the items they were collecting for their intended purpose.
In the 3rd book of Three Body Problem, they ask how to preserve data for the longest time and the answer they reached was carving it on stone. All sorts of hard disks wouldn't last as long.

Nah. My mom has hoarding issues. She always justifies it with "you never know when you're going to need it/ the one we have now breaks down". Near as I can tell Collectors don't make excuses like that. They just wanna have something and they do what is in their meaans to obtain them.
