That would be the CG artist. It isn't crazy to scan or to use a photo as a basis for the cg model. That's probably what happened. No one's saying that they just scanned a face and called it a day. The character is after all completely female and feminized. Just that it is possible the article is right, and for a quick time saving move they used their own face as a base model.

R4 era Reiko is the cutest one, though. New Reiko (RR6 onwards) looks too much like any other Japanese CG waifu.

I'd believe it were it not for the fact that Namco had a shoestring budget with dev teams of about six people at the time and scanning faces or photos, even as a base, wouldn't make much sense since so many of their artists were traditional pixel-pushers and well versed in making something from nothing.

A good middle ground, yeah. She still has the bigger eyes and smile of the old model before they narrowed everything down for RR3D, and the bit of character in the intro/finale videos and trailers is great, especially that damn smile in the .gif you posted.
Always found it funny how the Nagase template became a mainstay of the series that she didn't even originate in.
No like unbounded, and 7, while good, didnt bring anything new. Ridge racer is too traditional for its own good. Its going the way of FZero GX. There isnt anything new you can do.
