Was 1800 the latest one? I played a bit of the demo and really liked it, it really scratched my city builder itch but it didn't run quite as good as I'd want it to. What about the other past/future based ones?

I'd argue that it's worth getting on sale. Just base game has a lot of content, but you arguably don't need all the DLC. But the season passes go on sale too, and they are worth it at like half off if you like the game already.
Plus, game has free week(ends) rather often, you can try it there to see if you like it, along with the DLC. If not that, just get base game and see if you enjoy it, then buy DLC based on what your priorities are. Game gets content via free updates too, those come out along with the paid DLC.
But arguably, I am biased because I wanted to shell out more money to support them, as I wanted to see more DLC/updates.

I started the series with 1404, and I think it's very comfy, the setting is great and despite being clearly aged, it's very pleasant with its presentation. Great game, so if you want a past one I'd get that one.
If you want a future one, I'd get 2070. It's good, but I prefer historical settings.
