Stealth games aren't popular because if given the option normies will always go gun blazing instead of sneaking. So there's no point in devs making stealth mechanics if their main audience doesn't care about them. I think the only exception to this is Skyrim, but the stealth mechanics are laughable and stealth archers only come as a natural consequence of players usually opening their combat encounters with ranged weaponry.
