Horror games sell fine. The issue was always that they are niche and their audience doesn't scale up with budget. Thats why Dead Space bombed so hard, there is a pretty hard cap on how many people like horror, it doesn't have a lot of mass appeal for people on the fence, so giving it an enormous budget and expecting all of the casuals to suddenly want to play it just because it has marketing is a losing proposition. RE6 as well, sold an enormous number of copies but still lost money.
