Many publishers or developers only make a Steam page for their game when they're about to release them, like for example Bamco, though for a closer example there's Soul Hackers 2 and SMT3HD.

Publishers probably do this now because Valve started cracking down on people making a steam page for their game, then getting offered Epic money and now having a functionally useless steam page for up to a year after the game releases.

Making a native PS5 version of those games is pointless endeavor that only means paying for certification for no reason, and P5R is already on PS4 and might actually have some improvements over the PS4 version to justify this.
