Well it all depends on context. Are they using "Kami" or "Kami-Sama"? Alongside that, is it a modern day setting or a fantasy/throwback to an older Japan setting? Is it a man from the sticks, or a politician talking about the spiritual world around them? It depends on the context but even then some prefer to just say Kami over God and vice-versa.
