I think Kishimoto as the author has a lot of power over Naruto like Toriyama with Dragonball, I think Kishimoto kinda has a hate/love relationship with Naruto right now due to his lastest manga Samurai 8 being a colossal flop.

I think Kishi is alright with guns. He did a one shot about the mafia and the the original draft for Naruto had guns as part of the setting as a normal thing. And in Borito the main antagonists are a bunch of cyborgs and one straight up pulls out a Gatling gun.
