This is literally what Nomura has said in the past, so it's likely the same for Yoshi.
Nomura said that he was offered similar promotions multiple times over the years but he refused because he prefers to be more hands on with the development of games instead of working behind the scenes on their marketing and financials. I imagine Yoshida is very hands on with XVI so he stepped down from a position that would have took a lot of his time working in an office signing papers instead of supervising the project directly.
