They tried mass blacklisting a lot of big servers awhile back but then Reddit and (((Twitter))) bitched that Mojang was literally instating communism to Minecraft so they backed off (for now).

You can play minecraft on Any Forumscraft and not get reported for telling the chat bot to say nigger. You can connect with a cracked or pirate account too, so you don't need to risk your official account if you have one.

This was partially due to very expensive cosmetics, like knife skins, which if you paid a server for, you could have on their server(s). This undercut the marketplace, which is where a lot of Valve's money comes from now.
Large companies are interested in optimizing things to be cash cows for them, which means the company will do their best to ruin the scumbag leech servers, but this in practice has also ruined things for the small servers that have nothing to do with any of it, and just exist to play the game, with more flexibility than the company provides.
