Because cape shit has ran traditional superheroes into the ground so people want something different but still the same. Also the first movie in the 90s was the best superhero movie ever made and did the best job of presenting the bonds of father and son/brothers that I have ever scene in film.
In other words the turtles are pure soul and in a day of plastic corporate manufactured everything people want something authentic. The turtle reboots were all so horrible nobody remembers they exist so they are still strongly associated with their 80s/90s charm.

I was the exact right age for TMNT, but it never clicked for me. I never watched more than a few episodes of the original cartoon, and nothing of any other connected work. I don't get it either, but I don't see the harm in it. It's just a really popular pop culture IP.
