Most of the stuff they got are 40 year old scraps from Warsaw Pact. Any Western hard hitter needs their soldiers to re-learn how to use it.

They can’t because doing so basically tells everyone else they might be next in which case a preemptive strike from them is guaranteed.
Right now Russia is just downgrading the threat of nukes by repeatedly threatening with them.
So now we have this weird status quo where nobody is willing to use them, and everyone knows it, so conflicts are worldwide will only get worse.
