Why could New Vegas allow for the player to pick multiple different factions to take Hoover Dam but Fallout 3 needed an entire dlc just to let you not side with the BoS, which you have to do anyways and can only betray them after completing the whole fucking main quest

You are correct, most of rpgs have linear main quests but does it matter? It's all about how varied and distinct are the character builds objectively speaking.
If I had to choose between replaying planescape torment and bg2, I would pick the latter every fucking time despite the former being written better.

New Vegas was a better CYOA book. Once you realized combat was literally ignored in terms of story telling, you understand it.
Consider the first big fight in Fallout 3, with the Super Mutant Behemoth. You and your 'possible' allies are working together and it's up to you to survive at the end.

To be charitable, I think it's more likely the skinflints just didn't want to pay the narrator to record more ending lines. The coward line was also in the original version if you sent the Brotherhood girl into chamber. It makes some sense in that version since you're sending her to die in your stead, but the devs decided to recycle that line for your companions in Broken Steel update as well so it sounds extra-retarded.
