Always has been. When the Sonic 2 dev team wanted to call him Miles Prower, NoA created a backstory about how he got bullied for having two tails until Sonic became his friend. They eventually compromised and he was named Miles Prower, but he'd usually go by Tails which was a nickname Sonic gave him.
