I think it's meant to be more that they weren't always the same person, but are now. Marika shattered the ring, Radagon is a firm believer of the Golden Order, so the GW/TF/EB cursed her into losing control of herself by giving Radagon form and mind over her body.
The only time she's in control is when she's being hanged.

Marika is hardly loved by anyone. Her children don't give a fuck about her, Morgott is erdtreesexual, Mohg is coping with Formless mother, twins are coping with each other. Meanwhile, Rennala's offsprings:
