The 1650 super is stronger than the 6500xt let alone the 6400 and it doesn't get crippled on older cpus like those two do. Buying either 6400 or 6500xt is the worst mistake you could make.

The 4GB of VRAM is a massive bottleneck, but unless you're playing the most recent of titles and demand 4k, it's really not going to be noticeable.
