I don't think this is why there's so much same face. Rather, I think that their ideas of what is beautiful is extremely narrow and informed mainly from other anime and pornography. As such, they draw the same ideal girl over and over again while tweaking the design to make it feel more exotic.
People can draw cartoons/anime from memory without going the route of having every character be the same sort of super idealized beautiful person.
