FEAR, Swat 4, Condemned, max payne...we need more gritty urban games. they all had that unsettling ambiance I felt as a kid watching hoodshit music videos and movies

Redpill: the reason why singleplayer games have "shitty" AI isn't because the devs are lazy. You think you want 'good AI', whatever that means, but a game where every enemy behaved like a human player would be annoying and unplayable. Would you enjoy getting camped by every random monster in the game?

Actually it is because they are lazy.

the callouts are a big reason on why they seem so smart, but they actually ARE smart. depending on how fast and aggressive you are, they can get smart. sometimes a leader will call out for someone to go recon, but they can say "negative" if theyre scared. also, the particle effects, gun sounds, lighting, and everything is literally so far ahead of its time. fear 2 was a big step down in every way because of higher up publishers wanting money. monolith couldve been a top dev to this day but they wanted to squeeze money out of them and their soul to this day. a 2005 game has more punch, tactics, and atmosphere than most new fps games

Good AI (as in competitively good) is easy. Most popular multiplayer games like CSGO or Quake have fantastic fanmade bots. The point I was making, nobody would like that shit in a singleplayer game.
Like this poster explained, "good AI" is about devs fooling you into thinking that you fight intelligent enemies while making sure that they're still punching bags. Half-Life 2 had the same thing going with combine forces constantly doing random tacticool shit and describing whatever the player does on their comms to create an illusion of a dynamic challenge

I think he’s just trying to be humble, the Goal-Oriented Action Planning system they used was so ahead of the curve it got picked up for serious AI research and has multiple academic papers published on the subject.

I'm not sure what you're trying to say with this, but it sounds like you're not very impressed with the AI in question. I'm not sure if that's because you think it's not really all that smart, or because you think the designer is just being dishonest. But either way, I'm sure there are many people who would disagree with you and think that this AI is pretty amazing.

From what I've seen it looks like jank and not the good kind.

Sparks have collision and bounce off walls, the floor, and enemies. Even the graphics are way ahead of their time

Good AI doesn't mean realistic AI, it means fun and engaging AI, like in FEAR. But the level design does half the job in that game, to be fair.
