Halo 2 had this stupid idea that people wanted to play as characters other than Master Chief. Maybe would have been cool if you actually got a proper cloaking like all the elites you had seen up until that point, but instead you get a cloaking worse than the enemies you fight against which just compounds how stupid it was to not let you play as Master Chief. It's even a bigger joke on like legendary where you literally cloak for 2 seconds.
