Or throw in some retcon/future links like the rival BOW groups trying to grab Plagas being Tricell or linked to the mold people/Connections/HCF or something.

they didn't when they buried weskers charred corpse under 1000s of tonnes of rubble, they didn't when they blew up RC, they didn't when they sent claire to rockford island and they especially didn't when they rebooted the game the first time with RE4.
they simply didn't anticipate the success of the first game so when daddy capcom told them to churn out a sequel they introduced new protagonists with a new story and put the STARS on the back burner and when that sold like hot cakes and capcom made the deal with sega they told their developers to bring back wesker because they needed a recurring villain but when that game took too long to finish they pushed out Last Escape to tide people over AND WHEN THEY REALIZED THEY HAD PULLED THE STORY INTO A 100 DIFFERENT DIRECTIONS AND THE CONCEPT WAS GETTING STALE THEY REBOOTED THE SERIES STYLE, STORY, TONE AND GAMEPLAY WITH 4.

Turn back time and make the surviving STARS members the main protagonists of the series and let them hunt for evidence until they bring down Umbrella. Maybe let one or two them die to give the story more weight and closure. Then go back to the RC incident and show Leon and Claires story, make them the new protagonists for a couple games until their arch is over and then continue with someone new. Anything but this jumbled mess capcom is calling a story.

Capcom are building a roster of characters they can do anything with which is why they also NEVER kill anyone off for good. Jessica, Parker and Conan O'brien each had like 5 death fake outs in Revelations but at the end they are all alive. They are trying their hardest to never write themselves into a corner again like they did at the end of RE1, which makes sense because they had never planned to make a sequel. Wesker was dead, the lab kaboom and everybody know about Umbrella. The End.
