It's almost always laziness on part of devs. There's no real restriction on the size as it mostly all digital downloads these days.
I've just been playing FFXV and it's 105GB on disk with all DLC and that's WITHOUT the 66GB 4K Resource Pack.
I have 2.5TB and most of it is taken up by about ten games. Kinda mad.

My download speed is about 2mb per second so really a packed torrent is actually faster in many cases because the d/l is half the size. If my option is 10 hours from steam or 6 hours from torrent with 1 hour repack I know which I'll take.

you might need 2x the disk space while unpacking but your download size and your game installation will both be smaller than a legitimate copy
