The government abolished the Shichibukai system so they had to rethink how to categorize Buggy. They can't really say he's just "an ordinary pirate" with his feats and his crew, and Luffy's alliance defeating both Big Mom and Kaido offered them the perfect opportunity to elevate him to Yonko.

Shanks is from the old generation and one of the only original Yonko of the old generation, he was also the youngest though. I really do believe Shanks will die, not sure who will replace him though. Blackbeard is older than Luffy and Buggy but he's still part of the new generation.
