Because you cant really make it into a game, except dating sim maybe or going straight into some fan material. You only have very limited number of Angels, few Evangelions without any actual customization options - you cant make good or interesting action game out of it (even if it would be boss rush type since everyone knows what awaits them already), RPG or strategy - again, unless you go away from source material and use it solely as inspiration, making story similar to how Adeptus Evangelion homebrew setting allows for DMs.
Some materials just won't translate well into other medium.
