In ages past, beauty was idealised. Even if humanity was wretched and sinful, beauty still existed in principle, and could be found in the world occasionally. This is why the aesthetics of beauty were everywhere in medieval art. Even your most prudish, by-the-Bible religious nut didn't hate beautiful women -- he just distinguished between beauty and licentiousness.
Your average soiboi can't understand this. He believes the world must be as ugly as he is inside, hence there can be no separation between beauty and licentiousness, between the ideal and the imperfect. A beautiful woman? She MUST be a whore. A handsome man? He MUST be an oppressor. Etc.. This come full circle whereby in order to remove any associations with non-PG subjects, he has to scorn beauty, scorn any kind of idealised form. It doesn't matter that it's a video game and we can use idealisation freely, he can't allow himself to see the world in any kind of symbolic, higher sense. He is stuck in the rut of viewing all concepts through his own small lens.
The best example of this I've seen in recent times is pic related. Why did they do this? Because they hate strength, competence and everything the idealised Shepard stands for. For beautiful women, it's the parallel we're all familiar with.

If they wanted a more modest/less "male gaze" design for the default costume, putting the top from the right on the design for the left would have been fine.
The best Mileena costume is the bandages one imo, but I don't think it should be her main or anything. I get wanting more universally appearing designs for what's forward facing, even if it doesn't get people's peepees hard. Mileena specifically entirely revolves around the scary/sexy dichotomy, so stripping both from her design just kinda makes her a generic ninja chick, which doesn't seem like an improvement even if you give a shit about "positive" female representation.
