haven't played either (yet)
but Shredder's Revenge has Tee Lopes, Jonny Atma, and the fucking Wu-Tang Clan all in the same soundtrack. As good as Yuzo Koshiro is, there is no topping that.

SoR4's expansion got Lopes on its OST. Didn't know Atma was on SR though, that's cool, I'd only heard about Wu-Tang and MegaRan.
