You can adjust what make thor strong to make him more interesting to play without changing what makes him thor.

The same can't be said about superman.

I think the biggest issue is flight. Its hard to make a game where a character mostly flies fun. Thor mostly fights on the ground, but superman is mostly an air fighter.
If you make it forced to be grounded a lot, then suddenly he doesn't feel like superman anymore.

So Thor flying isn't a problem, but Superman flying is a problem?

Superman couldn't even fly in his first apperance and his strength wasn't even that extreme
he's been portrayed at a lot of different power levels, I don't think he ever really went back to as weak as he first was but his power level has gone up and down a lot, yet peoples minds get stuck in the silver age.
