Gen 2 was a good sequel, the logical conclusion of the game. The leaps of progress everywhere while being on the same hardware gives NES Mario 1 to Mario 3 vibes.
Gen 3 was 2 steps forward in some areas, 2 steps back in others. The "lets reboot instead of making a sequel" angle made it a bit fresh, but the underlying blueprint was getting pretty stale already.
Gen 4 was a small step forward, but the franchise was so fucking stale at that point it didn't even matter, it was obvious gamefreak would never have to put any effort ever and it would be fine to just make every new game the same formulaic reboot
