Why would you even want to fly on planets? There's obviously going to be a ground vehicle or you can just walk. If you flew you would miss quests. The lack of planetside flying isn't a shortcoming, it's a purposeful feature.

This, honestly. Adding ship flying to planets means that they have to procgen and stream the entire surface as the player travels, plus also account for crashing into terrain, getting embedded into things, finding appropriate landing zones, etc.
