I imagine it's early 2023 at the absolutely earliest. Sooner would be nice, but I think that there would have been a set release date if they had it planned for sooner.

Don't think it means anything unfortunately. That description just seems like a mistake on Microsoft's part because the ESRB site doesn't imply that the game has to be submitted. I'm pretty sure it's been listed as RP on Nintendo's storefront since day one.
