You're thinking of the Shivering Isles OP. It's weird just for the sake of it, or rather because the lolrandom daedric prince decided it to be. Morrowind is weird but has many layers that makes the weird stuff completely believable.

Tamriel Rebuilt is visually great but the writing is such a massive downgrade I can't play it. It's too referential, filled with cliches and inconsistencies, and borrows too much from the base game.
I am close to replaying this but it dawned on me most melee builds are just whaking a dude with my object of choice. A magic only restriction is the only way i can think of making it interesting unless someone has a better idea.
I've yet to play TR, so that's a shame to hear. I've generally heard the opposite actually - that the writing and quests are on par or better than vanilla MW.
Those people probably only played the brand new update, where the writing is much more passable. But it seems like almost everything Old Ebonheart and older is written like a bad movie.
-ugly brown and grey area
-ugly enemies (what the hell are those vaginas with wings that follow you everywhere ?)
-the quest are the same as oblivion's and skyrim's, but they are harder because you have to walk for hours to get to the fucking location
-everything looks the same, npc says the same shit most of the time
-blocks and blocks of hideous text to make you think the game is smart (and that you are, too)
-can't hit the enemy right in front when you start because hard is cool, even an infant would hit but somehow you can't
-unplayable without mods, at least you can enjoy oblivion and skyrim without it
