Saya was always going to colonize the planet, she was going to do it much sooner if she hadn't become fixated about love. In her ending she gives fumi her "children" so he doesn't have to continue to live alone, I dont remember if the VN or other media ever explained what the difference was but it does seem like she did something she wasn't originally planning on doing.
