Slaanesh grows in power as pleasure, hedonism, excess and decadence prevails. Lust, pride and self-indulgence are signs of his followers.
The covenant would probably fall to him easily.
But it's the flood.
Halo's lore is pretty shit honestly, just droves of filler and trash that means nothing trying to be "epic" in scale.
Slaanesh would probably have nothing to do with the Flood in which case would just have the universe exactly the same as it already was with his banner against the flood and not much else.
If your questions was papa Nurgle, Tzeentch or Khorne on the other hand, literally any of the others they would probably have something to do with actually taking over the flood with their influence (Khorne less so as the flood are more instinctual)
Mass effect would be pretty easy for Slaanesh, there's like 3 races off the bat that are all about pride and self-indulgence.
Slaanesh would probably have an easier time in the ME universe than Khorne or Nurgle
