Lokir is the dovahkiin.
The main character we control is just a gameplay thing, given they wanted a character creator and writing a world surrounding a generic blank slate is easier than an actual guy with a personality and preferences.
The most canon gameplay possible is setting your sliders as Lokir's and playing a stealth archer that fits the horse thief. The beginning scene plays like we're seeing the MC talking third person with Ralof, thought of running away but seen it was impossible and finally escaped when the Wyvern storms Helgen.
