It's because the game is hand drawn/animated (then later inked digitally). Traditional animation takes fucking forever.

they have to digitise it and clean it up anyway after scanning each drawing. which wastes more time.
you can't tell the difference between an animation that was drawn in photoshop with brushes and one that was scanned from paper.
especially when they're going to ruin it by covering over it with film grain and projector filters in-game any way. Even if that wasn't there you would still have to go pause and go through frame by frame, and be a forensic expert examining each image, in detail, zoomed in to be able to find the smallest sign it was or wasn't drawn on paper.
