The most fun I've ever had in a shooter was a freeware arena shooter called Red Eclipse. It had great movement like wall running and sliding (and aerial divekicks) built in, and at the end of every match the lobby could vote on everything about the next game like game mode, map, and mutator like infinite wall run, jet packs, what weapons would be available, instagib, all the good shit. You would make a bespoke selection for the next match and people could vote on the suggestions.
If you were the host you could even edit the properties of weapons in real time like making a weapon burst fire, give its projectiles suction, change magazine size, reload time, everything.

Point is, it was fun as shit because all it cared about was being fun. No realism, no XP system, no ranks, no queues. Just join a server and have fun. Shooters are extremely repetitive, the core gameplay needs to be fucking fun or it will be a shit game. No amount of progression systems or slick graphics or whatever will cover up a boring core for long.

because the gameplay just consists of running around dying running around dying. Slowing things down makes you PLAY the game instead of just staring at a "respawning in 5 seconds" because death has no consequence

And you would prefer crouching behind a corner to reload and lean to shoot?
Fast movement speed allows you to kill faster, avoid damage, and in good games regain health on close range kill. So you can see shit explode up close instead of clicking on a pixel from a distance

Let's start by not making every single one a hero shooter

inconsequential gameplay + balance
tryhards perish in an objective drought
give me team deathmatch and braindead bots that fill empty spots on teams so even wracking up massive killcounts doesnt sound impressive because you can just farm bots in an empty lobby

going back to the drawing board and looking critically at the mechanics of modern shooters would do alot of good.

if you have such a good sense of weight then you don't need to take out the magazine
