ATB isn't turn based, there's nothing to imrpove either, you just play good games instead of making the same tired bait threads again and again, why don't you make a bait thread for action combat with a picture of DMC2 at this point?

Get rid of all trash encounters, "random encounters" should not exist. Every fight should be meaningful and have a purpose
Have some reason for players to not just spam AoE attacks or spells over and over, or the same broken attacks over and over. There should be a risk/reward behind what players do a well as hard limits
Find a way to reward players with "more turns" by taking risks or through clever thinking, without breaking the game to speed up the pacing
Make characters mobile so positioning and formations matter

generally the purpose of random encounters would be to drain your resources, so the incentive to not spam aoes would be that it costs too much to do that the whole time. Additionally it's to be a different challenge; there can be character builds that excel at fighting bosses but are poor for random encounters and vice versa.
Your complaints are the devs fault for poorly balancing the game, not a flaw with the game system itself.
