How do you deal with griefers and trolls Any Forums?

There’s a board I go on. Real small board. It’s centered around art. Last year, a schizo popped up.
He hijacked someone else’s thread and spammed it with drawings of his fursona.
He’s not a good artist either.
He’s drawn his fursona and begged other people to draw it. He draws it the same exact way. In the past year he’s drawn it over 1600 tomes. No color, no process, just as if you’re drawing a stick figure.
His art is unremarkable, so nobody talks to him. So he talks to himself.
If he sees other people on the board share any kind of camaraderie he spergs out because no one cares about him unless he begs for art from them.
We don’t talk to him, but he won’t leave. He shits up and trolls the board and picks on anyone who’s on the first page just to see if he can start shit with him.
Reporting him won’t do shit since it’s a small board and mods don’t care. They haven’t cared about our board in over a decade.
What do we do about this troll schizo?

I only report actual scammers who have scammed me and got away with it because I'm petty. They don't refund me what I lost but they take it away from their account. I lost 500k on a fake spectral tiger in mop which was like $250 lol.

Unfortunately there's pretty much nothing you can do to stop real schizos other than praying to the deity of your choice that they suck down the end of a shotgun or dox + end them in minecraft.
Filtering is a good option if they're one of weirdos who follow a script because of autism.
